Right now, yes. You can transfer between corporations in the same Alliance, but I have expressed to SoniClover the instances of system handovers or alliance-to-alliance transfers.

Just wanted to mention now, that Null-Sec transfers for POCOs will remain unaffected to the WarDec transfer ownerships restrictions in High-Sec space.
